Job description

In South Holland there are two quantum hubs, Delft and Leiden which are part of the national Quantum Delta NL (QDNL) community. These hubs, along with Innovation Quarter (regional development agency), are growing the South Holland ecosystem and advancing the economic impact of quantum technologies in the province. For this reason, we are looking for new a Program Manager to join us and your mission will be to make South Holland the place for quantum technology!

As the Program Manager, you play a pivotal role as the bridge between the dynamic quantum hubs of Delft and Leiden and Innovation Quarter. Acting both as a business developer and account manager, you will work towards securing longer term funding for the program for 2025-28. This unique opportunity will allow you to work with talented and inspiring people. Every day will bring a fresh challenge where you will help us contribute to shaping the future of quantum technology.

Your main responsibilities will be to continue with the Regional Action Plan by:

  • Fostering collaboration between Delft and Leiden hubs, identifying new joint activities and initiatives;
  • Acting as an account manager for regional stakeholders (Province South Holland [PZH], Metropoolregio Rotterdam Den Haag [MRDH], the municipalities of Delft, the Hague, Leiden and Rotterdam), understanding their project interests;
  • Seeking funding from national growth fund programs and EU initiatives (e.g. Kansen voor West);
  • Staying informed about large-scale projects (e.g., quantum internet network) and connect with key regional players like the Port of Rotterdam;
  • Chairing monthly update meetings for stakeholders, facilitating news exchange and input gathering;
  • Connecting existing organizations linked to quantum tech (e.g., HSD in Den Haag, Erasmus Life Sciences in Rotterdam) to potentially develop joint programs and pilot projects;
  • Exploring new industrial partnerships and opportunities;
  • Supporting existing Field labs and the Port of Rotterdam PQC pilot project through workshops and collaboration with Innovation Quarter.

The Delft and Leiden hubs both run as projects within the respective universities but operate as flexible and agile teams with a start-up mentality. Your main office will be at Quantum Delft alongside two international colleagues. But you will also have the flexibility to work from either the Leiden hub or Innovation Quarter as needed.

Requirements

We are looking for a hands on and driven Program Manager/ business developer, a natural networker with passion or genuine interest for Quantum technology. You have 2 to 3 years’ experience in business development developing and fostering partnership.

  • Academic or HBO level in Physics or technology related field;
  • Good communication skills in both English and Dutch, both orally and in writing;
  • Experienced in working with local governments and regional stakeholders and finding connections between different organisations (public and private) would be a bonus;
  • Strong analytic and planning skills and Inventive and conceptually skilled;
  • Driven personality with sense of initiative and can-do mentality;
  • Decisive and natural connector of opposites, finding common grounds and out of the box thinker.

Conditions of employment

As a Program Manager South Holland, you will receive a 1-year TU Delft contract with a potential for extension. Because we are reaching out to a large target audience, we will offer 2 different scales: Scale 10 (€3226 to €5090) for junior to mid-senior candidates and Scale 11 (€4332 to €5929) for senior candidates. This range reflects our commitment to supporting professionals at different stages of their career and offering a competitive compensation.

The South Holland Ecosystem

In Delft, the hub has been born from the TU Delft and QuTech (mission-driven research institute collaboration with TNO), but there are now more people working for spin out companies than there are working on quantum in the university. Leiden University is at the heart of the Leiden hub, which also has a blossoming spin out community. Collaboration between the two hubs is actively growing and goes beyond just these two universities. For example the Delft-Leiden Talent and Learning center for quantum is being led by the Haagse Hogeschool and Leiden Instrumentmakers School (LIS). With many of the same regional stakeholders, Innovation Quarter is helping to spread quantum technologies across the province through collaborations between entrepreneurs, knowledge institutions and industry to realise new business opportunities, as well as attract foreign companies to South Holland.
